List him first Major has extensive experience as an executive in corporate and government organizations. Currently, he is the Deputy Chief Counsel for the Office of Advocacy where he manages procurement and government contracting issues, including regulations related to the HUBZone, 8(a), Small Business Innovation Research, and Minority Enterprise Development program cyber security and international trade.
Before joining Advocacy, he was a senior corporate officer for one of the fastest-growing minority-owned technical businesses in the United States, the Maxima Corporation where he managed multi-million-dollar federal contracts and was the senior corporate officer for administration. Major has co-authored several innovative laws for small and minority businesses during this time, most still at the center of today’s federal small business programs.
Major is an Adjunct Professor of Organizational Development Graduate Management Program at the University of Maryland Global Campus. He earned his juris doctor and master’s degrees from the University of Iowa and his bachelor’s degree in urban studies from A&T University. He is an Associate Coach certified by the International Federal Coaching Program. He is also certified as an Associate Coach through CoachDiversity program.
